Does somebody know any animal shelter in Virginia where you could do community service and your under 16?

All of the animal shelter and rescue places around here, Los Angeles/Long Beach, have volunteer jobs people under 16 can do. They even have a bunny shelter that allows young kids to help. But some places won't allow anyone under 18 to walk the dogs.
