I am going to be staying at Shelter island, San Diego and I would like to know where would be a good and close place to surf. Preferably with small to medium sized waves.

I would take a quick drive to Ocean beach, Mission Beach, or Pacific Beach, or anything north of there. Any of the beaches, instead of the harbor, which is where shelter Island is. The further north you go, the better the neighborhoods get. I would not go to OB or Mission beach at night; too many gangs. They are fun spots and very pretty, but go during the day, as there are too many party kids there. Locals call Pacific beach "PB" Ocean beach "OB" and Imperial beach "IB" etc. But don't go to imperial beach; too far and too close to mexico, so you get the sewer releases in their waters-- too close to home here in the US. Have fun, and good luck.

does anyone know if there are going to be fireworks at any of these beaches;

There are fireworks on San Diego Bay. You can view anywhere along the Embarcadero. The beaches only have displays on the 4th of July. Other than Escondido this is the only display I can locate. It is free to the public. Seaport Village is always a nice place to watch from but parking is at a minimum. Shelter Island might be a better bet for parking but you need to leave...like....NOW! Have fun.
