Answer
Our family of 9 goes every year and we are leaving this Friday 6/19 for our annual trip! (YEY!) Unfortunately, the house that we rent in Cape San Blas does not allow pets, so our family group's 4 labs must stay at home. However, the beach is very pet friendly and every morning we enjoy seeing people walking and jogging with their pets up and down the beach. I'm not sure what the policy is, but there have been plenty of times that unleashed dogs have come by as we were sitting down at the beach to say hi, and no one seems to mind as long as the dogs are well behaved. If you are looking for a clean, quiet, family and pet friendly beach, Cape San Blas is definitely the place to be!!! Just to give you an idea, every year when we get to our rental house we go down to the beach in front of the house, which is practically deserted, put out our tents, beach chairs, rafts, etc, and leave them there all week! Basically the beach in front of the house you rent is yours! However, if you are looking for shopping, restaurants, or nightlife you will be disappointed. There are only two restaurants on the cape, Coneheads and Loggerhead Grill; and they have weird hours.. No fun waterfront tiki restaurants like you would expect to see in Destin or Panama City.. The only place like that is Toucan's in Mexico Beach which you will pass on the way into Cape San Blas. We tried it a few years ago, and the atmosphere was fun, but the service wasn't good and with a party of 9 the only seating they had was on picnic tables which was pretty uncomfortable considering we had a long wait for our food.. It might be better now though. We always stop at the Walmart in Panama City and buy all our groceries on the way in and then usually make a trip into the Piggly Wiggly in Port St. Joe midweek to stock up again.. There are a few restaurants in Mexico Beach and Port St. Joe - I think they have parasailing there too - and it's only about 1/2 an hour's drive away. You can also rent a kayak or go shark fishing (ask for Captain Joey at the St. Vincent Island Ferry for an AWESOME shark fishing experience!)..
As for your shark question, as you probably know a teenage boy was killed by a shark in 2005 in Cape San Blas. What we have been told by locals is that the boy was fishing with bait in his pockets and was out on the 2nd sand bar where the sharks like to hang out (much farther out than you would normally go to swim).
That being said, this is our 4th year and every year we do see alot of activity in the water. We have young children in our family and we do swim, but we have seen sharks in the water at some point, although they were past the point where we were swimming and they were obviously not large. We have always decided to swim anyway, but I think if it were me I would keep the chihuahua out of the water! :)
I found this link a few weeks ago - apparently some people went shark fishing off the beach on Cape San Blas.. It's kind of scary, but interesting. Keep in mind though, these guys were taking a kayak 400 yards out and dropping their bait, not throwing their line out into the surf..

Here's the link to the rental property. It's not pet friendly but there are alot of other pet friendly condos and rental homes on Cape San Blas. I believe if you look up "Barrier Dunes" alot of those condos are Pet Friendly and they are Gulf Front.

Overall, I highly recommend Cape San Blas if you want a relaxing beach vacation. It is by far my favorite place to visit and we will continue to go back every year!
Hope this is helpful!
