Besides the obvious, looking into weather and nice beaches, what else should i look into for a beach wedding? I'm not looking to have anything too fancy (under $5000), and I already have a professional photographer.

Check the tides - incoming tide can be noisy, outgoing tide can be noisy, low tide can make the background less scenic
Check how busy the beach is and what the rules regarding nudity - you don't want a topless hottie captured in the background of your photos of you taking your vows
Find out if you need permits for decorations, furniture etc
Check the temperature range - on a hot day the sand itself can be unbearably hot.
Is the beach sheltered - if it is not you could end up with the wind blowing a gale around you meaning that no-one present will be able to hear the ceremony. Even so, check what times of the day are windier than others.
Ask if the officiant will bring a PA system - almost invariably you will need one to ensure that your guests will hear the ceremony - wind, water, gulls etc make a lot of noise
Check how far your guests will have to walk to the ceremony spot from the car park or drop-off point - and how far away the toilets are! If you are needed to transport chairs, arches, Bali Flags or other decorations to the site this is also a consideration.

Where would I organize a surprise party during winter in Seattle?

I want to organize a surprise birthday party for a friend in winter. I want an avenue in or near Seattle, which will be free of cost and where I can get my own food. I was thinking of a beach party with campfire. Would that be a good idea considering it will be cold? Have any other ideas for the venue?

Many of the city parks have picnic shelters that I think have barbecues that you can use. They can be used for free during the winter on a first-come first served basis. Some of the parks on the sound that have picnic shelters include Alki, Golden Gardens and Lincoln. Of course many other parks that are on lakes also have picnic shelters and they might be a bit more sheltered from cold winds in the winter. Both Alki and Golden Gardens have a fire pit, but I'm not sure if campfires are allowed on the beach outside of the fire pits - you would need to check with the city.
